Significance

The German naval bombardment of Scarborough, Hartlepool, and Whitby in December 1914 produced hundreds of civilian casualties and generated intense public outrage in Britain on two fronts: anger directed at the Imperial German Navy for striking civilian port towns, and criticism of the Royal Navy for its failure to intercept the raiding force.
