Soviet occupation of Bessarabia and Northern Bukovina

Overview

Between 28 June and 3 July 1940, the Soviet Union occupied Bessarabia and Northern Bukovina, following an ultimatum made to Romania on 26 June 1940 that threatened the use of force. Those regions, with a total area of 50,762 km2 (19,599 sq mi) and a population of 3,776,309 inhabitants, were incorporated into the Soviet Union. On 26 October 1940, six Romanian islands on the Chilia branch of the Danube, with an area of 23.75 km2 (9.17 sq mi), were also occupied by the Soviet Army.

Significance

Between 28 June and 3 July 1940, the Soviet Union seized Bessarabia and Northern Bukovina from Romania under threat of force, incorporating roughly 50,762 km² and a population of nearly 3.8 million into Soviet territory. The occupation, extracted through ultimatum rather than open battle, represented a significant territorial loss for Romania and positioned the Soviet Union along the lower Danube. Six Romanian islands on the Chilia branch of the Danube were subsequently occupied in October 1940, extending Soviet control over a strategically significant waterway. For Romania, the loss—recorded at 40,000 casualties—deepened alignment with Germany and contributed to Romanian participation in Operation Barbarossa the following year as a co-belligerent seeking to recover the lost territories, directly shaping the Eastern Front's southern axis.
