Battle context
The Raqqa campaign, launched in November 2016 by the Syrian Democratic Forces, targeted the Islamic State's capital city in the Raqqa Governorate. The operation aimed first to isolate Raqqa and then capture it outright, while subsidiary objectives included seizing the Tabqa Dam, the city of al-Thawrah, and the Mansoura Dam. Concluded successfully in October 2017, the campaign stripped the Islamic State of its symbolic and administrative center, dealing a decisive blow to the group's claim to territorial governance. The fall of Raqqa effectively dismantled the most prominent node of the self-declared caliphate within Syria, significantly degrading Islamic State's capacity to project authority across the Raqqa Governorate and the broader Rojava–Islamist conflict. The SDF, supported by U.S. military advisers, committed 30,000–40,000 fighters against an Islamic State force estimated at 10,000–20,000, sustaining over 1,100 casualties while inflicting nearly 3,800 on the defender.
