Operation Winter '94 was a joint offensive conducted by the Croatian Army (HV) and the Croatian Defence Council (HVO) in southwestern Bosnia and Herzegovina from late November through late December 1994. It formed part of the broader Croatian War of Independence and the concurrent Bosnian War, in which Bosnia and Herzegovina and Croatia faced two unrecognized para-states established by Croatian Serbs and Bosnian Serbs, both of which had received substantial materiel transferred from the Yugoslav People's Army before its withdrawal in 1992. The operation reflected the coordinated military posture developing between Croatian regular forces and the HVO as the conflict entered its later phase, with both wars moving toward their respective conclusions in 1995.
