Operation Juniper Shield, formerly Operation Enduring Freedom – Trans Sahara, is the United States-led counterterrorism operation conducted across the Saharan and Sahel regions of Africa as part of the Global War on Terrorism. Operating alongside partner nations, the mission targets militant networks, primarily Al-Qaeda affiliates active in the region, while also addressing arms and drug trafficking across central Africa. As one of two OEF missions on the continent—alongside Operation Enduring Freedom – Horn of Africa—Juniper Shield reflects the geographic expansion of post-2001 U.S. counterterrorism strategy beyond Afghanistan and Iraq into ungoverned or under-governed spaces where transnational threat networks operate. The operation institutionalized a model of sustained regional engagement combining military counterterrorism efforts with partner-nation capacity building across a vast and porous terrain spanning multiple national borders.
