Overview

Operation Flash was a brief Croatian Army (HV) offensive conducted against the forces of the self-declared proto-state Republic of Serbian Krajina (RSK) from 1–3 May 1995. The offensive occurred in the later stages of the Croatian War of Independence and was the first major confrontation after ceasefire and economic cooperation agreements were signed between Croatia and the RSK in 1994. The last organised RSK resistance formally ceased on 3 May, with the majority of troops surrendering the next day near Pakrac, although mop-up operations continued for another two weeks.

Significance

Operation Flash was the first major Croatian offensive against the Republic of Serbian Krajina (RSK) following the 1994 ceasefire and economic cooperation agreements between the two parties, marking a decisive shift in Croatian strategy from negotiated accommodation to military action. Conducted by roughly 7,200 Croatian Army troops against an RSK force of approximately 4,000, the operation lasted only three days before organized RSK resistance ceased on 3 May 1995, with the majority of RSK troops surrendering near Pakrac the following day, though mop-up operations continued for a further two weeks. RSK casualties reached approximately 1,200. The operation demonstrated that Croatia was willing and able to break the ceasefire framework when it judged conditions favorable, and its swift conclusion set a direct precedent for the larger Croatian offensive operations that followed later in 1995 in the final stages of the war.
