Gulf of Tonkin incident

Significance

The Gulf of Tonkin incident became the political and legal foundation for large-scale U.S. military involvement in Vietnam. A genuine naval clash on 2 August 1964 between a U.S. destroyer conducting signals intelligence operations near North Vietnamese waters and three North Vietnamese vessels was followed two days later by reports of a second attack that subsequent investigation revealed never occurred. The National Security Agency deliberately manipulated intelligence to suggest an attack had taken place on 4 August. These events, presented to Congress as unprovoked North Vietnamese aggression, produced authorization for the president to escalate U.S. military operations in Southeast Asia without a formal declaration of war. The incident thus transformed what had been a limited advisory and support role into direct U.S. combat engagement, making it a pivotal trigger point in the broader Vietnam War.
