Significance

The ADF assault on the MONUSCO operating base at Semuliki on December 7, 2017 resulted in fifteen UN peacekeeping personnel killed and 53 wounded, making it the deadliest incident for UN peacekeeping forces since the deaths of twenty-four Pakistani peacekeepers in Somalia in 1993. UN Secretary-General António Guterres described it as the worst attack on UN peacekeepers in the organization's recent history. The attack underscored the sustained threat posed by the Allied Democratic Forces in the North Kivu region bordering Uganda and Rwanda, and was among the deadliest ADF operations on record. It occurred within a broader pattern of escalating violence in North Kivu and highlighted the vulnerability of stabilization mission infrastructure to coordinated armed assault in the Kivu conflict.
